Recognized as a leader in the water industry throughout California and nationally, the Eastern Municipal Water District (EMWD) is the water, wastewater, and recycled water service provider to nearly one million customers living and working within a 682-square mile service area covering Western Riverside and Northern San Diego Counties. EMWD is governed by a five-member Board of Directors and conducts its business with the support of a highly trained workforce of approximately 620 employees. EMWD's FY 2025-2026 budget is $619 million, of which $163 million is for capital expenditures.

Position Summary

The Information Systems Department plays a critical role in supporting EMWD's mission through the delivery of secure, reliable, and innovative technology solutions. Set within the Administrative Services Branch, the Department supports enterprise systems, cybersecurity, SCADA, GIS, network infrastructure, and district-wide technology initiatives that enable efficient operations and service delivery across the organization.

Reporting to the Deputy General Manager, the Senior Director of Information Systems provides executive leadership and strategic direction for the District's Information Systems Department. The position is responsible for planning, organizing, and directing comprehensive information systems programs that support EMWD's operational efficiency, data-driven decision-making, and long-term strategic goals.

Responsibilities

  • Provide executive leadership and strategic direction for the District's Information Systems Department.
  • Plan, organize, and direct comprehensive information systems programs supporting EMWD's operational efficiency, data-driven decision-making, and long-term strategic goals.
  • Lead and build high-performing teams, fostering a culture of innovation, accountability, and continuous improvement.
  • Support enterprise systems, cybersecurity, SCADA, GIS, network infrastructure, and district-wide technology initiatives.

Qualifications

  • Ten (10) years of progressively responsible information systems experience, including five (5) years in a management capacity.
  • Equivalent to a bachelor's degree with major coursework in information systems, computer science, business administration, or a related field; a master's degree is desirable.
  • Visionary and collaborative technology leadership experience in enterprise information systems, cybersecurity, and large-scale IT program management.

Salary

Annual Salary: $245,419.20 - $305,614.40
