Summary Receives and dispatches calls for emergency and non-emergency services to and from patrol officers; contacts outside emergency services for assistance when needed; receives and screens all incoming telephone calls to Campus Safety.
Distinguishing Career Features The Dispatcher is a clerical position with specialized training in law enforcement data systems. This position is the primary communication link for the majority of Campus Safety calls for service and assistance via the telephone, radio, or walk-in customers. The Dispatcher is the life-line for patrol personnel, researching information, making necessary notifications to appropriate staff campus-wide during and after regular business hours; communicating with outside emergency response personnel (police, fire and paramedics) when needed; initiating and maintaining a Daily Log that documents all calls for service and shift activity; inputting/retrieving data, reports and other required information; monitoring and dispatching officers to numerous alarms, and activity observed on CCTV Surveillance Systems; and a host of other duties.
Essential Duties and Responsibilities Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
- Receives and dispatches calls for emergency and non-emergency services to and from patrol officers; contacts outside emergency services for assistance when needed; receives and screens all incoming telephone calls to Campus Safety.
- Maintains a Daily Log for all requests for services, responses, and activity by Campus Safety.
- Monitors and dispatches officers to all alarms received, makes notifications as needed.
- Answers calls from Emergency Phones campus wide, and immediately dispatches officers to the appropriate locations.
- Monitors and dispatches officers to all suspicious activity observed on CCTV Surveillance Systems.
- Monitors local police and emergency frequencies, via police scanners, and notifies patrol officers and others of situations that may impact the college.
- Operates department computers to input and retrieve information relating to Incident Reports, the Daily Log, and other programs.
- Maintains reception counter; greets and assists all office visitors, provides information as needed.
- Handles notification calls to the college in regards to emergency situations, maintenance issues, property damage, etc.
- Collects crime data from various external sources including local law enforcement agencies.
- Performs other related duties as assigned that support the objective of the position.
- Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.
Qualifications and Physical Demands Knowledge and Skills - Requires knowledge of law enforcement codes, policies, and practices related to record keeping.
- Requires knowledge of law enforcement computer-aided databases including protocols and administrative rules regarding access, use and dissemination of data.
- Requires a working knowledge of District services, operations, policies and procedures.
- Requires basic knowledge of general municipal court procedures and processes.
- Requires a working knowledge of office practices, procedures and equipment, including filing systems, receptionist and telephone techniques, and letter and report writing.
- Requires business mathematics skills to compute sums and statistics.
- Must be skilled in using and troubleshooting various standard office machines.
- Requires skill using the English language, grammar, and spelling, punctuation, proofreading/editing, to prepare professional correspondence.
- Requires sufficient human relations skills to present a positive image of the department, convey technical information to others, and use patience and sensitivity in dealing with a diverse population.
Abilities - Requires the ability to perform all of the essential duties and functions of the position.
- Required the ability to manage multiple tasks and communications formats during periods of high activity.
- Must be able to function effectively in a very busy and fast-paced work environment.
- Requires the ability to handle stressful situations calmly, prioritize calls, and handle several functions at once on a routine and emergency basis.
- Ability to understand, read, write, and speak English clearly, follow written and oral instructions, and compose log entries and written reports concisely and accurately.

Minimum Qualifications: Education, Experience, D.E.I.A The position requires a High School diploma or equivalent. Three years of relevant receptionist or office clerical experience. Experience in a public safety dispatch or communications center is highly desirable. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Working Conditions Work is performed primarily indoors but may include assignments outdoors where safety and health consideration exist from temperature extremes, physical effort, and at-risk incidents.

Conditions of Employment This is a full-time, 12 month per year classified position. The normal hours of work are

Time to RefuelVacation - Classified employees earn vacation days commensurate with years of service. Confidential, Educational Administrators, and Classified Managers earn 22 days of vacation each fiscal year. Accrued vacation is prorated for all employee categories working less than full-time.
Sick Leave - All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your CalPERS or CalSTRS retirement pension benefit.
Holidays - The Coast Community College District observes 22 paid holidays per year.
Jury Duty, Bereavement, Military Leave - Coast Community College District grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.
Great ExpectationsPension Plans - The Coast Community College District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in the Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Medical Benefits After Retirement - It is the policy of the Coast Community College District that contract employees, who retire from the District at age 60 or older and with fifteen or more years of service, be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement plan is available to retirees and their spouses after age 70.
Annuities - The Coast Community College District maintains a program whereby qualified employees may request through Payroll to have a portion of their salary deposited to a 403b tax-sheltered annuity plan or an approved 457 deferred compensation plan.
