The Human Services Agency (HSA) of County of San Mateo is seeking qualified Child Welfare Program Analyst (Human Services Analyst II) for the Children and Family Services (C&FS) Branch.
The Child Welfare Program Analyst (Human Services Analyst II) provides a variety of analytical and administrative services for programs within Children and Family Services. Incumbents in this class exercise independent judgment in the performance of administrative and analytical duties which requires significant program knowledge in addition to strong administrative and analytical skills. Incumbents in this class typically do not have full supervisory responsibility over other staff, but may have lead project responsibility.
The Child Welfare Program Analyst (CWPA) (Human Services Analyst II) will report to the Children and Family Services Administrative and Support Services Manager, and under general supervision, the team will support Child Welfare System Strategies and Contracted Services. The CWPA will work with Program Managers to develop a variety of documents including but not limited: scope of work, program proposals, written reports, data reports, performance metrics, county forms, etc. The CWPA is also responsible for receiving invoices and helps facilitate the signature and tracking process. This position will also conduct research and provide managers with information in order to make recommendations, help support the integration of key initiatives and C&FS priorities, communicate with community organizations regarding program requirements; work closely with community‑based services programs to ensure program compliance and provide technical assistance; develop service agreements; and review guidance and policies from the state; as well as other duties as assigned.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey‑level administrative and analytical duties in a human services or related agency.

Possession of minimum qualifications does not guarantee advancement in the examination process. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
