Responsibilities
- Participates in a mission driven culture of high‑quality performance, with a member focus on customer service, consistency, dignity and accountability.
- Assists the team in carrying out department responsibilities and collaborates with others to support short and long‑term goals/priorities for the department.
- Plays a key role in establishing an enterprise‑wide data governance framework, with a focus on governing data as an enterprise asset, addressing regulatory requirements, and protecting sensitive data through organization behavior, policies, standards, principles, processes, governance metrics and related tools.
- Serves as a liaison between Business and Technology to ensure that data related business requirements for governing data are clearly defined, communicated, and well understood and considered as part of operational prioritization and planning.
- Establishes, manages and participates in a data stewardship program to foster a culture of data, including interviewing and engaging with data owners and data stewards across the organization.
- Serves as the technical owner of the data catalog. Responsibilities include maintaining business and enterprise data dictionaries per CalOptima Health standards, defining and documenting metadata, ensuring consistent technical and business term mappings.
- Creates and maintains process maps, workflows, data flow diagrams to support data stewardship, data classification and data quality processes. Communicates content effectively to both business and technical stakeholders.
- Documents the origin, movement, transformation and enrichment of critical data assets through the organization's systems to improve transparency and traceability.
- Queries and analyzes large‑scale healthcare datasets and business logic (e.g., claims, pharmacy, patient data) using SQL and other tools.
- Develops and maintains automation scripts to streamline data governance processes/tasks.
- Facilitates the development and implementation of data protection standards and adoption requirements across the enterprise in partnership with the cybersecurity team.
- Assists in regulatory compliance efforts related to data management while ensuring all data governance activities align with regulatory requirements such as HIPAA and other relevant industry standards.
- Maintains clear, comprehensive documentation of data definitions, validation processes, analytic methodologies, and project deliverables.
- Prepares and presents data governance maturity scorecards, KPIs/metrics/operational dashboards to senior management that track initiative effectiveness and adoption.
- Provides employee engagement sessions to strengthen data literacy and reinforce data governance principles, practices, roles, and accountability expectations.
- Manages multiple projects simultaneously, ensuring timely delivery and alignment with stakeholder expectations.
- Participates in Data Governance Council meetings and contributes to policy development.
- Completes other projects and duties as assigned.
Qualifications
- Bachelor's degree in computer science, health informatics, data analytics, or related field PLUS 5 years of professional experience in data governance, data management, or enterprise information management. An equivalent combination of education and experience may also be qualifying.
- 2 years of hands‑on health care experience, including working with administrative and clinical data.
Desired Qualifications
- Certification in data management or related areas (e.g., DAMA CDMP).
- Exposure to industry standard data catalog, automated data discovery and data lineage tools (e.g., Atlan, Microsoft Purview, Collibra, Alation, Informatica).
- Experience creating reports using Power BI.
- Experience scripting and automating repetitive tasks using Python.
- Familiarity with Microsoft Azure Data & Analytics ecosystems (e.g., Fabric, Synapse, Databricks).
- Exposure to data modeling tools (e.g., Erwin, ER Studio).
- Experience in regulated industries (e.g., government).
- Familiarity with Agile methodologies.
- Passionate about improving the U.S. health care system and helping ensure every patient receives the best care possible.

Physical Requirements
- Ability to visually read information from computer screens, forms and other printed materials.
- Ability to speak (enunciate) clearly in conversation and general communication.
- Hearing ability for verbal communication/conversation/responses via telephone, telephone systems and face‑to‑face interactions.
- Manual dexterity for typing, writing, standing and reaching, flexibility, body movement for bending, crouching, walking, kneeling and prolonged sitting.
- Lifting and moving objects, patients and/or equipment 10 to 25 pounds.
Benefits
Competitive compensation ranging from $99,902 up to $159,843 depending on experience. Salary offered based on education, job‑related knowledge, experience, skills and internal equity. Telework eligible in California. Work Environment
Work is typically indoors and sedentary. Travel may be required. Noise level is usually moderate. No harmful environmental conditions. Work hours may vary with the need for evening and weekend participation.
