Position Summary

The Human Resources Manager will oversee all HR operations at a multi-facility manufacturing site located in Santa Ana, CA. This individual will ensure HR strategies support business goals while maintaining compliance with federal regulations and industry-specific quality standards. The ideal candidate brings hands-on experience with a skilled trades workforce and thrives in a high-compliance, fast-paced environment.

Key Responsibilities

• Administer and develop HR policies aligned with manufacturing and regulatory standards (AS9100, ISO, OSHA, etc.)
• Manage recruitment, onboarding, and retention strategies for hourly production, technical, and leadership roles
• Guide performance management, corrective action, and employee development initiatives
• Ensure compliance with labor laws, wage/hour regulations, and SBA HUBZone hiring requirements
• Oversee safety programs in alignment with OSHA standards in coordination with operations teams
• Maintain accurate records and documentation for audits and inspections (AS9100/ISO/EEO)
• Manage payroll coordination, timekeeping systems, and benefit enrollment processes
• Foster a positive work environment through employee engagement, conflict resolution, and team-building efforts

Requirements

• Bachelor's degree in Human Resources, Business Administration, or a related field
• Minimum of 5 years' experience in a manufacturing HR role, preferably in aerospace or government contracting
• Strong knowledge of employment law, safety standards, and labor compliance
• Proven ability to support diverse workforces across multiple shifts and departments
• Experience with HRIS systems and standard reporting tools
• Strong communication, leadership, and organizational skills
• Bilingual (English/Spanish) preferred

Preferred Qualifications

• PHR, SPHR, SHRM-CP, or SHRM-SCP certification
• Familiarity with AS9100 audits, HUBZone requirements, and E-Verify
• Prior experience in both union and non-union environments
