Are you a skilled and motivated professional with a passion for environmental stewardship and public service? The City's Wastewater Operations Division is seeking a dedicated Wastewater Plant Supervisor to lead operations and maintenance at our state-of-the-art Wastewater Treatment Plant and support critical infrastructure throughout the city.

Our facility operates under a National Pollutant Discharge Elimination System (NPDES) permit, with a permitted dry weather capacity of 4.5 million gallons per day and a sustained wet weather capacity of 11 million gallons per day. As part of our team, you will oversee essential operations, maintenance, and capital improvements—not only for the treatment plant itself but also for our 23 lift stations and the plant's discharge system, which includes a 1,100-foot outfall pipeline and a 150-foot diffuser.

Under general direction supervises and participates in the day-to-day operation and maintenance of the wastewater treatment plant and related facilities to meet water quality regulations; provides technical assistance; and performs related work as assigned.

The Plant Supervisor provides first-line supervision of the wastewater operators. The incumbent has overall functional responsibility for planning and supervising the work of assigned staff. The Plant Supervisor is a fully qualified plant operator who is capable of efficiently operating the wastewater treatment plant when necessary. Duties are performed without immediate supervision. Direction is provided by the Wastewater Plant Superintendent.

• Supervises, prioritizes, plans, assigns, and reviews the work of staff involved in wastewater treatment operations;
• Directs the more complex operating adjustments;
• Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for wastewater treatment plant operations; implements policies and procedures;
• Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities, including development and distribution of standard operating procedures for plant operation and safety;
• Performs plant safety inspections and prepares work orders to correct deficiencies;
• Conducts operational inspections of plant equipment and facilities to locate and direct needed repairs and preventive maintenance;
• Reviews daily plant records to ensure compliance with operating conditions and parameters established by the Superintendent;
• Oversees and maintains the quality assurance of plant analytical equipment;
• Interfaces with private contractors in the performance of City contracts;
• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for staff, equipment, supplies, and materials; assists in monitoring and controlling expenditures;
• Performs and assists in a variety of personnel actions including performance evaluations, training, selection and disciplinary actions;
• Assists with research and project development and implementation;
• Oversees and enforces the safety program;
• Answers questions and provides information to the public; investigates complaints and takes corrective action as necessary to resolve complaints;
• Interfaces closely with laboratory and plant maintenance personnel to optimize treatment processes;
• Acts in the Superintendent's absence.

OTHER RELATED DUTIES:

• Assists and directs maintenance of plant machinery, equipment, piping and structures; assists and directs the care of grounds adjacent to the work location and related facilities;
• Determines the need for and requisitions tools, materials and equipment;
• Recommends frequency and times for monitoring and sampling; takes samples and performs and/or prepares the samples for laboratory analysis;
• Establishes, performs, and maintains record-keeping functions such as inventory control, plant operations, laboratory sampling and test results, maintenance work performed and unusual operating conditions encountered;
• Prepares special reports as required and performs special projects as assigned;
• Reads meters, gauges, charts and instruments; evaluates laboratory data and determines process parameters;
• Uses common hand and power tools and complex meters and instruments in the performance of the work;
• On occasion drives motor vehicles and operates a forklift and other equipment as required in the performance of the work.

DESIRABLE QUALIFICATIONS:

Knowledge of:

• Advanced wastewater treatment techniques and applications for the operation and maintenance of a secondary wastewater treatment plant;
• Principles and practices of water chemistry and analysis and microbiological procedures as applicable to wastewater treatment processes;
• Wastewater sampling and routine process control testing;
• Hydraulics and process calculations;
• Equipment, materials, and supplies used in wastewater treatment plant operation including operation of a computerized SCADA system;
• Personal computers and spreadsheet and word processing software applications;
• Principles of supervision, training, and performance evaluation;
• Principles of budget monitoring;
• Principles and practices of safety management;
• Pertinent local, state and federal laws, ordinances and rules;

Ability to:

• Organize, implement and direct wastewater treatment plant operations/activities without immediate or detailed supervision;
• Interpret plant process schematics and collection system diagrams;
• On a continuous basis, know and understand all aspects of the job and observe safety rules; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; identify safety hazards; observe and problem-solve operational and technical issues; respond to audible alarms;
• Interpret and explain pertinent City and department policies and procedures;
• Assist in the development and monitoring of an assigned budget;
• Develop and recommend policies and procedures related to assigned operations;
• Recognize inefficient, unusual, or dangerous operating conditions and take appropriate action;
• Direct an effective preventive maintenance program;
• Establish and maintain effective working relationships with those contacted in the course of work;
• Communicate clearly and concisely, both orally and in writing;
• Supervise, evaluate and train assigned staff.

EXPERIENCE AND EDUCATION:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

• Four years of experience in wastewater treatment plant operations. (One year of college course work in chemistry, or other wastewater treatment-related courses may substitute for one (1) year of experience.)

Education:

• Equivalent to the completion of the twelfth grade.

• Pursuant to the United States Department of Transportation (DOT) regulations implementing the Federal Omnibus Transportation Employee Testing Act of 1991 and the regulations of the Federal Highway Administration, employees in this classification may be subject to alcohol and drug testing if they are assigned to perform "safety-sensitive" duties as defined by law. Adhering to the City's Drug and Alcohol Policy is a condition of employment.
• Possession of a valid and appropriate California Driver's License issued by the State Department of Motor Vehicles.
• Possession of a Grade III Wastewater Treatment Plant Operator certificate as issued in accordance with Chapter 3, Title 23, Subchapter 14 of the California Administrative Code. Maintenance of a valid certificate is a condition of continued employment.
• Must respond to emergency situations in off-hours as necessary.
• Required to wear personal protective equipment appropriate for job assignments. Must comply with City and CAL OSHA safety standards.
• Must be willing to work shifts, weekends and holidays as necessary.
